In any non-competitive sequence responder at his first turn can always create a forcing bid by naming a new suit as opposed to raising partner or bidding no-trump. Life gets more complex at the second turn. When opener has limited his hand responder will generally either bid game or pass; if not, he can suggest a sign off with a minimum action, or invite by bidding no-trump or repeating (or raising) a suit. Or he can force to game by bidding the fourth suit or perhaps jumping.
