You partner has opened a preemptive bid, showing a long suit, and a weak hand (6 cards at the 2-level, 7 at the 3-level, and 8 at the 4-level).

Your answer will depend on your number of cards (remember the law of total tricks), and your strength.

This doesn't meaen you are going to win 4♠, but it means if you go down in 4♠, it would be a good decision because your opponents had a contract of they own (Here probably in Hearts).
