The Doors said it best when they said "Light My Fire." You opened the bidding and your Pard made a forcing bid. Now it's time to fan the flames and finish the description of your hand making a limiting bid. So far, neither your nor Pard has done so. In each example, we've opened 1 and Pard has responded 1.

A: 3: Just like last hand, we've found our fit, but this time we have an intermediate hand of 16-18, and need to show Pard we aren't minimum. Now that Pard knows our point count, he'll know whether to use the fire extinguisher or more charcoal. Up to him, because we've limited our hand.

A: 4: See how simple this is? With a minimum 12-14, we bid cheap. With 16-18, jump a level. 19-21, go to game. Is our 4 bid a shut-out? Absolutely not. It gives Pard point count and now it's up to him. Incidentally, a jump to 2 No-trump would show our exact point count, 18-19, but it would deny four Hearts and/or four Spades.
