A: He's weak - He bid 4♠, and not a control cue-bid, to show you that he has a minimum hand, considering his first bid. He must have a 12 or 13 point hand, with quacks (Queens and Jacks are worse for a Slam than Aces and Kings).

A: 6♠ - You have all the keycards, but since your partner is minimum, it is safer to stay at the 6-level.
